We, the Union of Small Wine Producers of Moldova, are the community that represents the voice and interests of signature wine creators across the entire country.
We are a non-governmental, non-political, and non-profit association, founded through the initiative of those who believe in authentic wine, the value of artisan craftsmanship, and the local potential of winegrowing traditions.
We bring together producers for whom wine is not merely a product, but an expression of place, identity, and the creator’s personality. Our goal is to develop a sustainable ecosystem where small winemakers can build their businesses, overcome legislative and market barriers, and proudly represent Moldovan wine—both at home and abroad.
In this ever-evolving industry, our role is to consolidate a professional, united community capable of being a key stakeholder in dialogue with authorities, the industry, and consumers.
Mission
Our mission is to catalyze the sustainable development of the signature wine producer segment by building a viable, inclusive, and professional ecosystem.
We aim to:
- Support the institutionalization and increase the competitiveness of small producers;
- Offer support, expertise, and assistance during critical stages of wine business development;
- Contribute to the creation of a conducive environment for promoting common interests;
- Consolidate trust in signature wines, through quality, transparency, and the winemaker’s unique expression.
We work to ensure that every member has access to the resources, tools, and partnerships that help them grow sustainably, innovate, and establish themselves in the local and international market.

Evolution
Our history begins in 2010, during a period when small producers lacked legal and practical access to the market. In a context dominated by industrial winemaking, a few courageous winemakers decided to change the rules of the game. With enthusiasm, perseverance, and a clear vision, they laid the foundation for a movement that would open the path for signature wines in Moldova.
The first artisan wineries had already appeared in the early 2000s—experimental, authentic, and realized through intensive manual craftsmanship. But the lack of a legal framework and a support structure limited their growth. The Association was born from this real need: for representation, protection, technical support, education, and visibility.
Over the years, we have contributed to the modernization of legislation, including the revision of the Law on Grapes and Wine, offered a common voice for small wineries, and supported the continuous development of our members through mentorship, consulting, access to equipment, participation in exhibitions, the promotion of wine tourism, and the cultivation of the notion of terroir.
We have grown alongside our members. The local consumer has matured, and the demand for authentic, characterful wines has increased. Today, small producers represent a symbol of creativity and the rebirth of Moldovan wine.
We look ahead with the desire to consolidate the legal status of the sector, develop clear quality criteria, and expand the community. We believe in an industry where small and large producers contribute together to promoting Moldova as a country of wine.

Association Structure
General Assembly
The highest governing body of the Association.
The General Assembly brings together all members or their representatives and establishes the key directions for development. It is responsible for major decisions that define the Association’s activity and evolution.
Key Responsibilities:
- Approves and amends the Bylaws;
- Sets the annual membership fee;
- Elects or revokes the members of the Council and the auditor;
- Approves the budget and annual activity plans;
- Approves large-scale transactions (> 250,000 MDL);
- Decides on the reorganization or liquidation of the Association.
Association Council
The Representative Management Body
The Council is elected by the General Assembly for a four-year term and coordinates the Association’s strategic directions. It acts in the interest of the members and oversees the implementation of decisions.
Composition of the Council 2025–2028:
Council President
Association President Arcadie Foșnea, elected by the Association Council from among its members in 2025 for a four-year term, is responsible for leading and coordinating the Council’s activity during the 2025–2028 period.
The President is elected from among the Council members and leads its activity during the term.
Responsibilities:
- Convenes and presides over Council meetings
- May convene the General Assembly when the Administrator fails to do so
- Participates in the selection of the Association’s personnel
- Fulfills the duties established by the internal regulations
Association Management
Elena Tomescu is the Association Administrator, the person who maintains the steady pace of our activities and ensures that the association’s operations run smoothly and harmoniously.
She was appointed by the Association Council through a selection process and plays an essential role in transforming our decisions into concrete actions, ensuring the effective coordination of internal processes and our representation in relations with relevant institutions and partners.
The Administrator’s responsibilities include:
- Represents the association in relations with public authorities, institutions, and our partners
- Manages resources and signs legal documents up to 100,000 MDL
- Implements the decisions of the Council and the Auditors’ Committee
- Prepares quarterly and annual reports
- Ensures that all current processes are carried out consistently
- Fulfills the responsibilities stipulated by law and our internal acts

The Financial and Procedural Control Body
The Committee verifies the Association’s financial activity and compliance with management rules, annually drafting a report to be presented to the General Assembly.

Association Bylaws
The Bylaws are the document that establishes the principles, structure, and operating procedures of the Union of Small Wine Producers of Moldova. They define the rights and obligations of members, the rules of administration, the transparency of activity, and the legal framework within which we carry out our mission.
The Bylaws set forth the following:
- General provisions regarding the organization
of the Association; - The principles by which we operate;
- The governing bodies and their responsibilities;
- The rights and responsibilities of members;
- The sources of financing and the method of
asset management; - The procedures for amending the Bylaws;
- The rules regarding branches, reorganization, and liquidation.
